Dear Comrades,
     Hats off and militant salutations for the heroic struggle Our members have fought which forced the administration to see the reality. We just be failing in our duty if we do not extend our hearty congratulations to those comrades belonging to other unions who actively participated in the strike. We also extend our heartiest thanks to several members of parliament who fought our case in the house while we were fighting in the field. The media in the states also deserves our thanks for highlighting our struggle prominently though we did not get that support of the media at Delhi.
Comrades, the occasion for a strike arise because the administration had done enough spade work towards appointing an GDS committee under a retired bureaucrat. They had to revert. Hence we have rightly hit before damage could be done to 2.60 Lakhs GDS employees by appointment of aNatraja Murthy like committee. The administration played all tactics to thwart our struggle again. A reference to the government to include our issues in the terms of reference of the 7th pay commission was a calculated step to mislead the members and also other agencies. We are really proud of our heroic comrades that they refused to fall into the trap. Comrades the administration under took another tactics to mislead our comrades at circle, divisional and branch formations where they miserably failed. The misgivings of the administration that GDS employees cannot wage a sustained fight has been proved entirely wrong by brave comrades. We really are running short of words to thank the Comrades.
Comrades, the assistant labour commissioner began conciliation proceedings and finally the Chief Labour Commissioner (Central) had to step in. The CHQ was ably represented by Comrade S.S.Mahadevaiah General Secretary, Com. B.V.Rao Assistant General Secretary, Com. Lakhwinder Pal Sing Treasurer, Com. C.B. Tiwari AGS and CS U.P., Com. R.P. Diwakar AGS, Com. Vijay Sharma CS Haryana. The department tried to hoodwink us and failed again.

On 19-3-2015 following the deliberations, the Chief Labour Commissioner (C) recorded the following minutes which is self explanatory.
They (The Administration) also submitted that they have already referred the matter to the department of Expenditure, Ministry of Finance to consider their issue for inclusion the terms and reference to the 7th CPC. In case the government does not include GDS wage structure and service conditions in terms and reference of the 7th CPC, The Department of Posts will examine the issue of constitution of the committee and consider the suggestions of the union in this regard.
The CLC then requested us to call off the strike and also requested the Department to initiate negotiations on other issues.
We accordingly called off the strike honouring the request of the CLC (C) and believing the offer of the Department on 20-3-2015. The full minutes of the minutes of the meeting with the CLC (C) signed by the CLC (C), the administration and the union is put on our website.

MEETING WITH POSTAL DEPARTMENT

MEETING WITH POSTAL DEPARTMENT
  
  Two hours meeting was held today to discuss and decide the charter of demands in D.G. office. The meeting was started at 3-30 PM and ended at 5-30PM. Discussions were held in congenial atmosphere.

 Sri Sekhar Kumar Sinha, member (HRD), Smt. Anju Nigam, Deputy Director General (SR and Legal) and Sri. Arun Malik, Director (SR & Legal) attended the meeting. Com. S.S.Mahadevaiah, General Secretary, Com. B.V.Rao Asst. General Secretary, Com. Lakhwinder Pal Singh, Treasurer, Com. Ram Singh, Circle President, M.P., attended from union side.

We discussed at length on charter of demands and conveyed our views to the department for the consideration.

  1. Regularize GDS employees and grant all benefits at par with department employees.
As the Group ‘D’ cadre was abolished in the department of Posts, we suggested that GDS may be granted the separate cadre as group ‘D’

2. Appoint Judiciary committee to examine wage structure and service conditions of GDS.

We requested the department to remind and refer again positively the matter to the department of expenditure, Ministry of Finance to consider the GDS issue for inclusion in the terms of reference of the 7th CPC.

In case the Department of expenditure does not include the GDS issue in the terms of reference of the 7th CPC, this union submit the suggestions then only regarding the committee.

3. Stop corporatization of postal department based on the report of task force committee.

We opposed the proposal of corporatization of the Postal department.
 
 We discussed the most important and pressing problems of GDS such as grant of equal gratuity at par with department employees, compassionate appointments, combined duty allowances etc. The department responded positively.

Subject:- Strike notice of this union on three point Charter of demands.
Respected Sir,
  1. That we are demanding nothing new, they have already signed an agreement with us on 21st February, 2014 and we simplify demand implementation of the agreement. You are requested to kindly prevail upon the postal administration to honour its commitment. (copy enclosed).
  2. The department of Posts refused to implement the bipartite agreement by stating that it is premature for them to call on the strike as the proposal in regard to wage structure and other conditions of service of the Gramin Dak Sevaks had been referred to the Department of expenditure, Ministry of Finance the outcome of which it will be awaited.(copy enclosed)
  3. The inclusion of our case in terms reference of VII CPC has already been rejected by the Department of expenditure, Ministry of Finance.
  4. This union was received a letter No. 17-13/2013 GDS dated 24-11-14 requesting to suggest the draft terms of reference for separate committee. (copy enclosed)
  5. This union requesting the Department for appointment of judiciary committee as per the bipartite agreement of 21st Feb 2014. Vide Lr. No. GDS/CHQ/68/2/2014 dated 24-11-2014 as the department has taken the decision to set up the separate committee to examine the wage structure and service conditions etc. of the Gramin Dak Sevaks. We also submit that if Department appoint judiciary committee, then we shall submit the draft terms. (copy enclosed).
  6. The department itself prepared terms of reference ignoring  our request and violating the bipartite agreement and was sent to this union vide Lr. No. 17-13/2013 GDS dated 28-11-14/1-12-14 for our comments/ suggestions. (copy enclosed).
  1. This union again requesting for appointment of judiciary committee vide Lr. No. GDS/CHQ/68/2/2014 dated 4-12-14. (copy enclosed).
  2. There is no response from the department. We were informed orally by the Director General, Department of Posts on 22-12-2014 when the representatives of this union met in the chamber of Hon’ble Director General that the department has taken decision to appoint a separate committee headed by retired Departmental Officer. We opposed the decision and requesting to honour the bipartite agreement.
  1. We are compelled to go on trade union action and issued notice for indefinite strike on 6th February 2014.
  2. There is no response from the Department till the conciallation meeting was held with Asst. Labour commissioner on 9-3-2015.
  3. On the other hand the Department conducted a meeting with Postal JCA in which this union is not part and partial to discuss the GDS issue.
  4. Instead of discussing the charter of demands in conciliation meeting held on 9-3-15 in presence of Asst. Labour commissioner, the minutes copy of Postal JCA meeting held on 5-2-15 was given to this union seizing the discussions.
Keeping in view the above facts the Hon’ble chief labour commissioner is requested to kindly consider our request and prevail upon the Postal administration to appoint a committee headed by a retired judge of the High court or the supreme court.

TO DAY’S DEVELOPMENT ON STRIKE

TO DAY’S DEVELOPMENT ON STRIKE
The conciallation meeting was held today between 4-00 P.M. and 6-00 P.M. in the Chamber of Chief Labour Commissioner (Central) in Sram Shakthi Bhavan. The Deputy Director General and Director(SR) attended from the Department. Com. S.S. Mahadevaiah, General Secretary, Com. B.V. Rao, Asst. General Secretary, Com. C.B. Tiwari, Asst. General Secretary, Com. R.P. Diwaker, Asst. General Secretary, Com. Lakhwinder Pal Singh, CHQ Treasurer  attended from union side.
Our Leaders argued with relevant documents regarding the implementation of the agreement of 21st Feb, 2014. They also explained the exploitation of GDS employees and requested to do justice by appointing the committee headed by retd. Supreme Court Judge or retd. High Court judge.
The Department argued that the proposal had been sent the GDS issue again to the Department of expenditure, Finance Ministry and requested the union for withdrawl of strike.
The union refused to withdraw and decided to continue the strike. The strike will continue. The talks will be held again fomorrow at 12-30 P.M.
Yesterday our leaders met BJP MP’s of Karnataka State and requested their support.
Today ten BJP parliament members of Karnataka State raised our Indefinite strike issue in Lok Sabha.
Today our CHQ leaders met Hon’ble Law Minister Sri. Sadananda Gouda at his residence at about 2-00 P.M. and requested his intervention. The Minister assured our leaders to talk our issue to Sri. Ravi Sankar Prasad, Communication & IT Minister .
Our leaders also met Sri. H.D. Deva Gouda, former Prime Minister and Sri. Dilip Gandhi, M.P. Lok Sabha and Sri. Ramvilas Paswan, Minister and requested their support. Our leader also met Sri. B.S. Yadyurappa, M.P. and former Chief Minister of Karnataka.
The CHQ congratulates all the GDS comrades who are on strike for last Nine days. Comrades maintain tempo. Continue the strike.
